Cybersecurity Program Manager
Excentium, Inc. is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that provides Cybersecurity Consulting and Advisory, Assessment, and Cybersecurity Architecture and Engineering services to government and commercial organizations. Excentium is an accredited FedRAMP Independent Assessor (IAS), formerly known as a Third-Party Assessment Organization (3PAO).
We are building our team in support of a major U.S. Department of Veterans Affairs (VA) cybersecurity architecture and engineering program, and have an opportunity for a Program Manager to support enterprise security architecture, engineering, and operations across VA's Office of Information Security (OIS).

Position Description:
The Program Manager will serve as Excentium's primary point of accountability for this program, overseeing execution across all task areas — from cybersecurity architecture and engineering to enterprise security engineering, operational program support, and documentation and knowledge management. This role owns the Contractor Project Management Plan, staffing plan, and all VA reporting obligations, and serves as the day-to-day counterpart to the VA Program Manager, COR, and Contracting Officer.
The Program Manager will translate VA's cybersecurity architecture and engineering requirements into an executable delivery plan, ensuring the full technical team — architects, engineers, analysts, and specialists — is aligned, staffed, and performing against schedule and quality expectations. This individual will lead a distributed program office, brief OIS leadership on program status and risk, and ensure compliance with VA training, reporting, and personnel security requirements throughout the period of performance.
Position Requirements:
- 10+ years of information security experience, including 5+ years leading cybersecurity or cloud security programs at a large federal agency or comparable enterprise (GSA, IRS, DoD, VA, or similar scale).
- Demonstrated program/project management experience translating customer requirements into delivery plans and managing multidisciplinary technical teams.
- Experience with Federal Assessment & Authorization (A&A) and Authority to Operate (ATO) processes, and familiarity with FedRAMP/RMF program requirements.
- Experience managing federal contract reporting, staffing plans, and COR/CO relationships.
- Strong executive communication skills; comfortable briefing senior government stakeholders and preparing leadership-level reporting and status materials.
Educational Requirements/Qualifications:
- Bachelor's degree in Business Administration, Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or a related field.
- A current certification satisfying DoD 8570/8140 workforce requirements at IAT Level III, IAM Level III, or IASAE Level III. IAT, each level is satisfied by an approved certification such as CISSP, CASP+ CE, CISA, CISM, CCISO, GCIH, or CSSLP, depending on the level and category. A Project Management Professional (PMP) certification also satisfies this requirement for this role.
