DHA is a joint, integrated Combat Support Agency (CSA) that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS. As a Combat Support Agency, the Defense Health Agency leads the MHS integration of readiness and health to deliver the Quadruple Aim: increased readiness, better health, better care, and lower cost. The Deputy Assistant Director Information Operations/J-6 (DAD IO/J-6), facilitates provision of HIT services, enabling business partnership among Army Medical Department, Bureau of Navy Medicine & Surgery Air Force Medical Service, subordinate units and COCOMS through creation of an integrated HIT environment with standardized IT infrastructure and applications, down to the desktop, in support of the MHS. This PWS provides requirements for the Architecture, Advanced Concepts and Engineering (AACE), Infrastructure & Operations (I&O) and Business Operations (BO) Divisions within the DAD IO/J-6.

Functional Responsibility: Provides technical/management leadership on major tasks or technology assignments. This position will assist in the establishment of goals and plans that meet DHA project and contract objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision-making and domain knowledge may have a critical impact on overall project implementation. Provides strategic advice and advanced technical knowledge, guidance, expertise, and analysis of highly specialized applications, to include the operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice to program and project staff. Designs and prepares technical reports, studies, and related documentation, makes charts and graphs to record results, prepares and delivers presentations, training, and briefings as required by the task order. Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; Perform functional allocation to identify required tasks and their interrelationships; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions, Identifies resources required for each task.

Position Requirements

• Education requirements: Master’s Degree and/or equivalency.

Certification requirement:

• CISSP
• Computing Environment (CE) certifications.
• IAT Level required: IAT/IAM III

Experience/Qualifications:

• Ten (10) years with intensive and progressive experience that includes eight years in a specialized area. Specialized experience includes: knowledge in support analysis, systems analysis, design, data, rule and process modeling, data dictionary development and implementation plan development and programming using manual and automated tools and methods, such as I-CASE tools.
